Preparing for the Future of Waste Compliance

From 1 October 2026, a new Digital Waste Tracking (DWT) system will begin to replace many of the existing paper-based waste recording processes across the UK.

The new system, introduced by DEFRA, is designed to improve the way waste is tracked from the point it is produced through to its final recovery or disposal. By creating a single digital record for waste movements, the system will improve traceability, reduce administrative burden over time and help tackle waste crime.

At SWM & Waste Recycling Ltd, we have been preparing well in advance to ensure a smooth transition for both our business and our customers.

What does this mean for our customers?

For most customers, very little will change, and SWM will continue to manage your waste collections and compliance in the same professional manner.

However, if you transport commercial waste to any SWM site using your own vehicle, you should ensure that you can provide evidence of your Waste Carrier Registration when requested.

This means you should have a copy of your:

• Upper Tier Waste Carrier Registration, or

• Lower Tier Waste Carrier Registration (where applicable).

Having this information readily available will help us verify waste movements and ensure compliance with the new Digital Waste Tracking requirements.

You should also:

• Continue to provide accurate descriptions of the waste you are bringing to site.

• Inform us if the waste type or origin has changed.

• Follow any instructions provided by our site staff to ensure waste is recorded correctly.

• Contact us if you are unsure whether you require a Waste Carrier Registration or have any questions about the new system.

How SWM is preparing

SWM is preparing for each stage of the programme by updating our systems, training our staff and reviewing our procedures to ensure a smooth transition for our customers while continuing to deliver the high standards of service and compliance they expect. We have been working closely with our software provider to ensure we are prepared for 01 October 2026.

Our aim is to ensure the change is as straightforward as possible while maintaining the high standards of compliance and customer service you expect from SWM.

Why is Digital Waste Tracking being introduced?

Digital Waste Tracking is being introduced by DEFRA to modernise the way waste movements are recorded across the UK, replacing paper-based records with a secure digital system that provides greater traceability and transparency.

The introduction of Digital Waste Tracking (receiving sites reporting) starts on 1 October 2026, this is the first stage of a wider programme that will be rolled out over the coming years. The long-term aim is to create a fully digital waste management system. The next major phase is currently planned for October 2027, when Digital Waste Tracking will expand to include waste collectors (carriers, brokers and dealers). This phase is expected to introduce digital Waste Transfer Notes and further reduce reliance on traditional paper documentation.
